This is weirdly common. Not to minimize your frustration but I've had this happen with a health inspection. Everything passed the second time with zero changes. Sometimes it just depends on who's looking at it.

coffeestaincirca2004 that's actually comforting in a depressing way. i keep wondering if I missed something. But if it happens to other people with no changes, maybe it's just the process.
Did you call and ask why? I know sometimes the person on the phone is different from the reviewer. Could be worth finding out for next year when you renew.
Also nobody answered my dog van question. I need to know.
Not OP but I've seen those setups. The dogs are usually fine. They get strapped in or put in a little tub. More organized than my office.
Wait you're telling me the dogs get strapped in AND washed? That's better service than my last rental car.
I wouldn't call next year. Just save the approval letter somewhere you can find it. Last time I renewed they asked for proof I was approved before, which was the same document they sent me. Made no sense but it saved me a week of back and forth
knot_my_circus sorry, yes, they are strapped into a little little harness in the tub. I have a helper so one of us is always holding the leash anyway. Nobody has escaped yet.

OP if you don't mind me asking, how much did the permit cost? I've been thinking abot a small side thing and the permit process scares me more than the actual work.
It was $75 for the year. Not the money, it was the waiting and the rejection with no explanation. If you're thinking about it, just submit everything and keep copies. Actually keep two copies of everything.
Two copies of everything is advice that applies to way more than permits. I moved last year and I still can't find half my paperwork. Good luck with the grooming weekends though, that's a solid win.
