Does a Jacksonville LLC need a separate local license for home services?

I just formed an LLC in Jacksonville to do handyman and small home repair work. I know I need a state contractor license for some jobs, but I'm confused about whether the city or Duval County requires a separate local business license on top of the state registration. Has anyone gone through this recently? I don't want to miss a step and get fined.

Duval doesn't have a general local business license like some other cities. If you're inside Jacksonville city limits, you'll likely need a Local Business Tax Receipt. It's sometimes still called an occupational license. Check with the city's tax collector office.

It depends on what you mean by home services. If you're doing work that requires a state contractor license, the local receipt usually isn't the hard part. The state DBPR license and local registration are separate things. For handyman work under the threshold, it can get murky.

That's the part I'm stuck on. I'm trying to stay under the state licensing threshold, mostly minor repairs and painting. Do I still need the local business tax receipt even if I'm not pulling permits?

Yes, the local business tax receipt is separate from permit work. It's a tax on doing business in the city. You'd apply through the Duval County Tax Collector. They'll ask for your LLC info and possibly a zoning approval depending on where you operate from.

Zoning is the real headache. I tried to get a receipt for a home-based woodworking thing and got sent to the zoning division first because of where I live. If you're operating out of your house, confirm the address is allowed for a home occupation before you pay anything.

Also watch the state side. DBPR has a separate registration for handyman-type work? I thought Florida did away with a statewide handyman license and left it to counties. Jacksonville/Duval may have its own competency requirements for certain trades. Might be worth a call to the city's building inspection division.

I've been operating a small home services LLC in Jacksonville for three years. I have a local business tax receipt, and I renew it yearly. Nobody at the city ever asked about my state license because my work doesn't require one. But I also don't do anything that needs a permit. If you cross into permitted work, that changes.

Saltmarsh, did you need anything besides the LLC paperwork for the receipt? Like proof of insurance or a background check?

Not for the receipt itself. I think I just brought my articles of organization, ID, and paid the fee. Insurance wasn't required for the local tax receipt, though I carry it anyway for my own protection. The zoning sign-off was the only extra step.

One more thing, the receipt is tied to the business location. If you're mobile and working out of your truck, you still list your home address as the business address. But if you rent a storage unit or something, don't assume you can use that address without checking zoning there too.
